[Webtest] Why are setXxxx "delayed"?

Hi,

currently the real actions of the setXxxx tags (setcheckbox, setinputfield, ...) 
are delayed: the values are put in the forms only when the submit button is pressed.

I think it's not as usefull as would it be done directly and I've therefore my 
own tasks doing this.

Now my questions:
- could the webtest tasks get changed in this way?
- if not, would it be interesting to have both set of tags in the webtest 
distribution?
