&config; doesn't execute a target but <ant does.
&config; inserts the referenced XML in place of the &config. The =
referenced XML=20
may include properties, filesets, targets, and/or any other valid Ant =
defintions. If the
referenced XML contains targets they are included, but not executed, by =
the &config;
<ant executes a target in the antfile.

Subject: [Webtest] Sample on Canoo's website
Hi group,
I am a new user of Canoo and I was poring over the Sample page
examples and I noticed that sometimes they use the ENTITY command to =
call a
file "&config;" and then they used the <ant antfile=3D""> call at other =
times.
Is there a reason for this? Why not just call all files by using the
ENTITY command? Are there rules here that I am missing?
Thanks for your time,
Jeannie=20
