I totally agree with your analysis.

"plan"? Sadly has webtest no plan (as far as I know) and no real communication/concertation between committers. I've 
proposed to migrate to htmlunit, what has had a limited echo. I will probably perform the migration for me because I 
need it and propose to commit it if the tests are running. This may take quite a while because I haven't so much time 
and I don't get payed for it.
