[Webtest] Stable major release of WebTest

Have you thought about just arbitrarily tagging one.. WebTest was actually
my first exposure to CruiseControl and Continous Integration, it's now the
backbone of my development process!

Just to make things more comfortable for people..  "Here is version X.XX of
WebTest"...
