[Webtest] [dev] cruisecontrol on snapshot

Hi,

I changed the Distribution site and the build
such that the continuous build now works while
doing the migration.

Everything that is known not to work is 
excluded (extensions from compile/test).
There are todo markers to keep us aware of
the exclusions.

The goal is to get rid of the exclusions
step-by-step.

A newly introduced Download page gives access
to old releases and our current snapshot.
