I'm not sure.
Public download is not a problem as such. (we could even use
the cvs versioned file with fisheye..)
Local DTD have the advantage that they are easier to keep consistent
with the version that is actually in use and may even have local
adaptions (custom steps).
In any case we would need some versioning-scheme for public DTD.
A versioned public DTD is then possibly referenced in a lot of
Test files. With every update of WebTest the user would need to
update all these References...
