I would start with some plain-text format, maybe even plain ascii text
and decide on the formatting later (could then be LaTex or Docbook xml
or Word ;-)).

We could share the text via CVS or SVN.
Another option would be to use a wiki.

Any preferences?

Concerning responsibilities, I assume that everybody would sign up
for a task ("ok, I do the maven stuff"). We sure need to elect an
editor who takes care of the overall structure.
