Yes, you mixed up two installations :-)

The instructions are for the content of build.zip, which extracts to
c:/unzipped/bin/
c:/unzipped/doc/
c:/unzipped/lib/
c:/unzipped/webtestTaskdefs.properties

According to the instruction, you should:
cd:/unzipped/doc/samples
webtest -f installTest.xml

build.zip is a very small subset of the cvs module, so the instruction 
also applies to the cvs module, but with a different <WEBTESTHOME>, in 
your case c:/unzipped/webtest instead of c:/unzipped.
