clover is an optional library that is used when building webtest from
the source. Even in that case, the jar file is optional.
My guess: the operating system doesn't locate the java installation on
your computer.
In a shell/command, what is the value of JAVA_HOME?
on Windows: set %JAVA_HOME%
on shell: echo $JAVA_HOME
