nevermind, was an issue with the taskdef setup:

  <taskdef
file="${webtest.home}/webtestTaskdefs.properties">
    <classpath>
      <pathelement path="${webtest.home}/lib"/>
      <fileset dir="${webtest.home}"
includes="lib/*.jar"/>
      <fileset dir="${webtest.home}"
includes="lib/base/*.jar"/>
      <fileset dir="${webtest.home}"
includes="lib/optional/*.jar"/>
    </classpath>
  </taskdef>

the above is borrowed from the install test.xml. my
original simple test only had lib/*.jar. when I added
all 3 it works now.
