It doesn't make sense to save images, css or nested frames without changing the source page. Indeed an image may be referenced by
<img src="/foo.png"/>
or
<img src="http://other.server.com/foo.png>
If the html source code isn't changed, even if images & Co are saved, the page couldn't be seen with its content.
The save flag saves the page content exactly as it has been received from the server and this work correctly.

I could imagine a new step like <saveCurrentResponse images="true/false".../> that would work from the DOM tree as it is at this moment with all the changes that have taken place since response has been received.
