Using drools within steps

For some reasons there must be the possibility to logon into a page where many steps within to do. 
So if there is the some kind of roles which can defined in the steps

For example a BookShop:

1. You have to logon
2. there you can choose/order some books by clicking a link
3. the roles can fire an action, when the user have a buy-limit set to 100 Euro.
3a. the rolesengine, makes the new step, 'order-cancel' for the user and ask him to go on or setting the new limit ... 

or so on.

With Drools there is a Java-based API and the roles can defined with XML-Syntax.
