[Webtest] Ant's "equals" tag doesn't work

I'm trying to use ant's "equals" class like so:

</ifStep>
But I get the exception:
Caused by: C:\EditLinks\noam.xml:142: Problem: failed to create task or
type equals
Cause: The name is undefined.
Shouldn't all of ant's tags be available in webtest?
